Right approach

The Government’s stated aim was to publish clear provisions relating to the Civil Service that dealt with principles and values. The Government believes that too detailed legislation would risk putting a straight jacket on the future development of the Civil Service. We agree that this is the right approach. We believe the draft Bill generally strikes the right balance between principle and detail.

However we believe that there are a number of gaps in the coverage of the Bill.
