GCHQ

Civil servants working in GCHQ are excluded from the provisions of the draft Bill. The Commissioners are concerned  that under the terms of the draft Bill the principle of selection on merit and the core values of the Civil Service need not necessarily apply to that department. We believe that there should be an external regulator to whom these civil servants can appeal. We are looking for assurances that if they cannot appeal to the Civil Service Commissioners, then some other robust and independent process of regulation and adjudication will be in place.
