What we do

The Civil Service Commissioners have two primary functions, as detailed in the Civil Service Order in Council, 1995, as amended.


First, we are responsible for upholding the principle that selection to appointments in the Civil Service must be on merit on the basis of fair and open competition.  

Second, we hear and determine appeals raised by civil servants under the Civil Service Code. The Code is part of the contractual relationship between civil servants and their employer.


We also work with departments to help them promote the Code and the core values of the Civil Service that it describes. We took on this role in 2003 at the suggestion of the Committee on Standards in Public Life, and with the support of the Cabinet Secretary.


In this report you will find descriptions of our work during 2009-10 in all our areas of activity.

The core values of the Civil Service are honesty, integrity, objectivity, impartiality and selection on merit. Everything the Commissioners do is directed toward upholding them.
