Method
In May 2008 we wrote to a sample of the Human Resources Directors of the major employing departments and agencies. We reminded them of the Best Practice Checklist and asked them to complete a short questionnaire on steps that were taken in their organisations to promote the Civil Service Code during 2007-08.
