These are the responses received to each of the individual questions in the survey.
Question 1: Do you refer to the Civil Service Code or the core Civil Service values in your recruitment material?
75% of responding departments said ‘Always’, 15% said ‘Never’ and 10% said ‘Sometimes’.
One of the departments that said ‘Never’ indicated that in future the intention was to always make such a reference in its advertising material.
Question 2: Are new joiners given a copy of the Civil Service Code?
70% of responding departments said ‘Always’, 25% said ‘Never’ and 5% said ‘Sometimes’.
Of the departments that said ‘Never’; two said that they did make new starters aware that the Code was available on their intranet. Another reported that the Code was featured in the e-induction package that new-joiners completed in their first week. Another department reported that it was planning to change its practice, and all new-joiners would receive a copy in future.
Question 3: Do your written contracts refer to the Civil Service Code?
85% of responding departments said ‘Always’, 15% said ‘Never’.
One of the departments that said ‘never’ indicated that in future the intention was to always make such a reference in its written contracts.
Question 4: Are the Civil Service values and/or the Civil Service Code included in your induction programme?
75% of responding departments said ‘Always’, 10% said ‘Never’ and 15% said ‘Sometimes’.
One of the departments that replied ‘Never’, and two of the departments that said ‘Sometimes’, reported that they were in the process of changing their induction programme and the Code and the values would figure consistently in the new programme.
Question 5: Is there a copy of the Civil Service Code on your internal staff website?
95% of responding departments said ‘Yes’, 5% said ‘No’.
Al the departments that said ‘No’ reported that the Code would be available on their intranet in the future.
Question 6: Is there anybody in your HR department with responsibility for promoting the Code?
80% of responding departments said ‘Yes’, 5% said ‘No’ and 15% said ‘Don’t Know’.
The answers to these questions sometimes indicated that responsibility was a team one or spread among a number of individuals.
Question 7: Does your organisation have a procedure for monitoring issues and appeals raised under the Code?
95% of responding departments said ‘Yes’, 5% said ‘No’.
However the comments that several departments added to their response to this question did indicate that there was some confusion between the Civil Service Code, the Civil Service Commissioners’ Recruitment Code and the Civil Service Appeal Board.
