To be an exemplary regulator

  • Critically assess current methods to drive improvement
    • The Commissioners have articulated a new position on the appropriate involvement of Ministers in senior competitions. We have used the 2007-08 Link Commissioner meetings to seek Permanent Secretary commitment.
    • The Commissioners adopted a competition checklist in September 2007 to enhance the consistent application of the principle of appointment on merit through fair and open competition.
    • Considerable work has been done with the Cabinet Office and the Treasury Solicitors to produce draft Recruitment Principles that might replace the Commissioners Recruitment Code, as envisaged in the draft Constitutional Renewal Bill.
    • In light of the Fletcher Report on effective senior management recruitment techniques, the Commissioners have, with success, been encouraging departments to use a variety of supplementary techniques e.g. split-panel interviews, media tests.
    • The Commissioners have reviewed our compliance monitoring processes to ensure greater effectiveness. This work has fed in to the current re-tendering exercise for the contract.
  • Grow the Commissioners’ analytical capability
    • The Commissioners have reviewed and renewed our post- competition reporting processes.
    • The Commissioners have developed a new Management Information System to better capture competition data. This is due to go live in summer 2008.
    • An action plan has been agreed with the Cabinet Office to monitor the contribution of search consultants.
  • Consider complementary additions to the Commissioners’ role
    • At the invitation of the Head of the Home Civil Service the Commissioners now regulate all appointments to the Top 200 whether open to candidates from outside the Civil Service or not.
    • Further consideration of complementary roles is being taken forward as part of the process of consideration of the draft Constitutional Renewal Bill.
