Final decision
The Commissioners did take another complex case through to final decision.
In this case there were many issues raised that the Commissioners considered did not fall under the ambit of the Code as they were human resources management issues. However, there was also the suggestion that ministers had not been given full and candid information by officials. If proved true this would be a serious breach of the required standard of honesty. The Commissioners investigated these claims but concluded after study of the ministerial submissions involved that they could not be substantiated.
