Departmental processes

There were two approaches where it seemed that the internal processes of the departments concerned had not been exhausted. There was no good reason presented to the Commissioners why we should consider these appeals before these processes had been concluded. The Commissioners said we would not hear the appeals until the departmental processes were finished.
