Change

A number of organisations are undergoing significant organisational change and this may explain to some degree why the reduction of risk is not more pronounced. Examples of organisational changes include the re-structuring of human resources functions and a move to shared services; significant turnover of human resources staff; and greater delegation of human resources and recruitment responsibilities to line managers.
