Exceptions to appointment on merit on the basis of fair and open competition
Fundamental principle
The Commissioners recognise that in some circumstances it is right to allow appointments to be made without following the principle of selection on merit on the basis of fair and open competition.
The Commissioners are determined that such exceptions should not undermine this fundamental principle. Such appointments are mostly short-term. Secondments are one example. Secondments can help to promote the exchange of ideas and experience with organisations outside the Civil Service.
Recruitment Code exceptions
The Civil Service Commissioners’ Recruitment Code lists a series of exceptions that may be allowed to the principle of selection on merit on the basis of fair and open competition.
