Recruitment Code exceptions
The Civil Service Commissioners’ Recruitment Code lists a series of exceptions that may be allowed to the principle of selection on merit on the basis of fair and open competition. In most cases departments may apply the exceptions themselves.
The approval of the Commissioners is required for very senior appointments made using one of the exceptions. Approval is also required in some circumstances for appointments at lower grades.
