Civil Service Commissioners

More competitions

During the reporting period, there were 105 appointments through open competition to the Senior Civil Service which required the Commissioners’ approval. This represents a significant increase on last year when the Commissioners chaired competitions for 90 such appointments. Taking account of the additional competitions noted below, in total we chaired competitions for a total of 123 posts this year. This is a 24% increase on last year when the total number of competitions for all posts was 99.

The First Civil Service Commissioner also chaired one competition at the request of the Attorney General. The post was a statutory office holder appointment and therefore not subject to the Civil Service Order in Council 1995.

This year there were a further 8 competitions when no appointment was made

Commissioners also chaired competitions for 8 appointments in pay band 2 and 3 which were not open to external competition. This was as a result of the agreement of Sir Gus O’Donnell and the Senior Leadership Committee that the Commissioners should chair all Top 200 competitions.

Commissioners also chaired two competitions at more junior grades  at the special request of the Permanent Secretary because of their sensitive nature.
