Black and minority ethnic and candidates with disabilities

In last years annual report we indicated our intention to report on the success rate of Black and Minority Ethnic candidates and those with a disability in competing for the top jobs in the Civil Service. We are not in a position to do that this year as the information that is available to us is so incomplete.

We recognise that there are difficulties monitoring and reporting in this area. Monitoring for ethnicity and disability depends upon self declaration. Candidates may be unwilling to co-operate in a monitoring exercise. However we believe that is important that the Civil Service captures the best information that is available to it centrally. This does not happen at present, as far as we have been able to establish. But we do strongly urge the Civil Service, and through them the search consultants they engage, to ensure that this data is captured and shared to the largest degree possible
