Summary of appointments

During the reporting period, there were 74 appointments through ‘open’ competition to the Senior Civil Service which required the Commissioners’ approval. These are appointments that are advertised outside the Civil Service and that are open to both civil servants and also applicants who are not civil servants. This is a marked reduction from last year when the comparable total was 98.

We also chaired 'internal' competitions for 9 appointments under the terms of the Top 200 Protocol, for which  only serving  civil servants could apply. Last year we chaired 16 such competitions.

We also chaired one competition by invitation for a statutory office holder, the Chief Crown Prosecutor.

This year there were a further 8 competitions when no appointment was made.

In total we chaired competitions for 92 appointments. This is a reduction on the total of 117 for last year.

Twenty-five appointments for ‘open’ competitions which the Commissioners chaired fell within the remit of the Senior Leadership Committee (SLC). The SLC reviews, under the terms of the ‘Top 200 Protocol’, whether Permanent Secretary and Director General appointments should be filled through external recruitment, internal competition or managed move. The Committee is chaired by the Cabinet Secretary as Head of the Home Civil Service. The First Civil Service Commissioner is a member.

Last year we reported a noticeable increase in the number of successful candidates in open competitions who were existing civil servants. This is less marked this year (43%) and the percentage of successful applicants from the private sector (41%) is back around the level it has maintained since 2004/05. The percentage of successful candidates from the wider public sector remains comparatively low at 16%.

The increase in the percentage of successful candidates who are female that was noted last year has not been replicated this year. Of the successful candidates appointed through open competitions, 23% were women. Last year the figure was 35%.
